Issuance of temporary resident card for foreign labors in Vietnam

Abstract: More and more foreign labors would like to arrive Vietnam for studying and working nowadays. To be able to legally reside in Vietnam, foreigners have to carry out procedures for temporary resident registration. Viet Anh Law provides qualified services related to temporary resident card (TRC) for foreigners. The article below elaborates procedures for TRC issuance.

Right to issue TRC for foreign labors

Application of TRC issuance is submitted at one of the three main office of Immigration Department:

In Ha Noi: 44-46 Tran Phu Street, Dien Bien Ward, Ba Dinh District, Ha Noi;

In Da Nang: 7 Tran Quy Cap Street, Thach Thang Ward, Hai Chau District, Da Nang;

In Ho Chí Minh: 254 Nguyen Trai Street, Nguyen Cu Trinh Ward, 1 District, Ho Chi Minh.

Procedure for TRC issuance

Step 1: Prepare application

The applicant prepares application in accordance with the law, including:

• Application letter for TRC (NA6 Form for agencies and organizations, NA7 for individuals, enclosed with Circular 04/2015/TT-BCA);
• An application form for TRC issuance (NA8 Form enclosed with Circular 04/2015/TT-BCA);
• Introduction of company seal and representative signature;
• Written explanation of employer;
• Confirmation of registering accommodation at ward police office (company stamps in the upper left corner of the paper)
• Papers proving eligibility for TRC consideration is one of the following documents: work permit or other valid papers proving eligibility for temporary residence card;
• Certified copy of Business Registration Certificate;
• 02 photos (2×3 in size, white background)

Step 2: Submit application

Application is submitted at Immigration Department. The applicant provides Identity card for checking.

• If the application is valid, the officer will receive documents, give receipt and schedule a date for the results.
• If application is invalid, the officer will guide the applicant to amend and supplement the documents.

Settlement duration: 05 working days from the date of receiving documents.

Step 3: Receive result

Applicant receives results according to schedule mentioned on receipt. If there is a result of granting a TRC, the applicant shall pay the fee, then sign and receive the TRC.

Fees / Fees for handling administrative procedures

+ Temporary residence card valid for no more than 2 years: 145 USD/card

+ Temporary residence card with term from over 02 years to 05 years: 155 USD/card

+ Temporary card with term from over 05 years to 10 years: 165 USD/card
